US-Iran Tensions Complicate Plans for Ukraine Peace Talks in Abu Dhabi

By The Media Line Staff

Ukraine, Russia, and the United States are considering technical peace negotiations in Abu Dhabi between November 6 and 10, Ukrainian President Volodymyr Zelenskyy said over the weekend, but escalating tensions involving Iran have complicated efforts to fix a date and venue.

In an interview reported Saturday, October 31, Zelenskyy said Washington had proposed the meeting to revive discussions on ending Russia’s invasion, now in its fifth year. No session has been formally scheduled, and Zelenskyy expects US officials to clarify arrangements after the November 3 midterm elections.

The Ukrainian president said Abu Dhabi remained the preferred location, although renewed fighting in the Middle East could require changes.

“I do not know if it will be exactly these dates or exactly in Abu Dhabi, but we will support this,” he said.

Kremlin foreign policy adviser Yuri Ushakov also linked the timetable to regional tensions.

“It just doesn’t allow us to hold it in the near future. That’s my assumption,” he said October 28.

Moscow has not proposed a precise date and says European delegates will not participate.

The planned negotiations would bring together technical teams rather than heads of state. Ukraine hopes to discuss limits on attacks on energy facilities and maritime traffic, exchanges of prisoners, and humanitarian questions. Zelenskyy has said territorial disputes would have to be considered by national leaders.

Russia continues to demand Ukrainian concessions in the Donbas region, while Kyiv seeks enforceable security guarantees and has resisted surrendering territory.

The US-Israeli confrontation with Iran poses a further obstacle. Washington is engaged in efforts to avert renewed strikes and resolve restrictions on shipping through the Strait of Hormuz. The conflict has also strained supplies of American air defense missiles required by Ukraine.

For now, Abu Dhabi represents a proposed diplomatic opening, not an agreed peace settlement or even a confirmed meeting.
