Appraisal reform: The committee will be taking testimony about the governance, transparency and accountability of appraisal districts and appraisal review boards. Statewide, total city and county property tax levies over the last 10 years have generally risen more than twice as fast as median household incomes. When property values rise and tax rates stay the same, that is a tax increase. Taxpayers’ ability to pay must come into account as continuous years of tax bill increases threaten home and business ownership.
Tax ratification elections: The committee will also be hearing testimony on how to improve the tax rate setting process in Texas and provide taxpayers more input when a city or county wants to raise tax revenue in excess of its ratification tax rate.
